Russian President Vladimir Putin signed a decree on the implementation of a pilot project from 2023 aimed at changing the levels of vocational education in Russia. Relevant Document placed May 12 on the official Internet portal of legal information.
The project establishes two levels of higher education – basic higher education and specialized higher education, as well as one level of professional education – postgraduate studies. At the level of specialized higher education, master’s, residency and assistantship-internship programs are provided.
The term for mastering basic higher education programs, according to the decree, is from four to six years, while specialized higher education is from one to three years.
“The pilot project provides for the training of persons with higher education – a specialist, under the master’s programs of specialized higher education. Such training is not for these persons obtaining a second or subsequent higher education, ”the document specifies.
Students of all levels will be subject to the same guarantees, rights and obligations as for students studying undergraduate, specialist and graduate programs.
The pilot project is being implemented at the Moscow Aviation Institute, MISiS, Moscow State Pedagogical University, St. Petersburg Mining University, Baltic Federal University. Immanuel Kant and the National Research Tomsk State University.
Until June 30, the participants of the pilot project were instructed to develop and approve educational standards and requirements for the levels of education established by the decree.
The government, within two months, needs to determine the procedure for the redistribution by the project participants of the control target figures for admission to training for enlarged groups of specialties and areas of training at the expense of budgetary allocations, as well as the procedure for admission to training and criteria for the effectiveness of the educational process in the implementation of the project.
